Request for Information (RFI) on Potential Actions to Address Payments Fraud

The Office of the Comptroller of the Currency (OCC), Federal Deposit Insurance Corporation (FDIC) and Federal Reserve issued a Request for Information (RFI) on June 16, 2025, related to payments fraud. The RFI offers interested stakeholders the opportunity to:  

(1) Identify potential areas for improvement in mitigating payments fraud and  

(2) Suggest actions these agencies could take collectively or independently to assist consumers, businesses and financial institutions mitigate check, ACH, wire and instant payments fraud.  

Comments are due September 18, 2025. 

We worked with the EPCOR Payments Committee, member-facing staff and the EPCOR Board of Directors to gather feedback and submit a comment letter on behalf of our Board of Directors and members. We also encourage you to submit feedback on behalf of your organization. The RFI includes 26 questions that can be answered by financial institutions and other payments organizations. Many of the questions include follow-up questions, and each question is open-ended (i.e., there are no proposed solutions to choose from). The agencies are requesting feedback on payments fraud in general as well as on the following areas: 

  • External collaboration among the agencies and industry stakeholders, 

  • Education for consumers, businesses and the industry on payments fraud, delivered by the agencies, 

  • Regulation and supervision to mitigate the harms from payments fraud, 

  • Payments fraud data collection and information sharing and 

  • The Federal Reserve Banks’ operator tools and services to reduce payments fraud. 

We recommend reviewing the RFI, as well as EPCOR’s comment letter, to start preparing your own response. We have also put together a fillable PDF to help you capture feedback more efficiently. You may then use responses captured in the fillable PDF to develop a comment letter or simply submit the PDF as is.

  1. Enter “OCC-2025-0009” in the Search Box and click Search.  

  1. Click on the Comment Box, displayed below the RFI document information.  

  1. Upload comment letters and/or completed fillable PDFs to the portal.
