Learn more about and express your opinions on NACHA's two new Requests for Comment. The Optional Rules for Non-Operator Transactions RFC proposes amending the ACH Rules to enable the Rules to be applied to transactions that are processed internally by a single DFI as well as those processed between two DFIs without an ACH Operator. The Healthcare Payment and Remittance Processing RFC seeks to amend the Rules to support specific remittance processing enhancements requested by the healthcare industry and to establish identification and addenda requirements for healthcare payments transmitted over the ACH Network. The Financial Crimes Enforcement Network ("FinCEN") is requesting comment on the development of a proposed regulation that would explicitly require financial institutions to conduct customer due diligence ("CDD"). FinCEN expects the initial rulemaking to cover banks and securities brokerdealers, but coverage may be expanded to all financial institutions in the future. Accordingly, comment is also requested by money services businesses, insurance companies and other entities subject to FinCEN regulations.
